Ms. Dabbs is a highly experienced attorney who heads O'Farrill & Associates' real estate department. With a specialty in all matters pertaining to estate planning, Cecilia is widely experienced in structuring contracts; creating purchase and sale agreements; designing multi-national joint venture structures, and all aspects of the sale and transfer of Ejido land.

Cecilia is only the second Mexican attorney -- and the first from Sonora State -- to be certified as a Foreign Legal Consultant by the Supreme Court of the State of Arizona. She is justifiably proud of this accomplishment, saying, "Getting Foreign Legal Consultant certification requires that you absorb a vast amount of information about American law, and you have to demonstrate to the court very highly developed legal skills in your native country, in my case, Mexico. This certification isn't taken lightly by the State of Arizona: they've basically said to their constituents that you're expert in your native countries' law, and qualified to advise Americans about decisions that may have legal ramifications in America. It's a very serious responsibility."

Fully fluent in both English and Spanish, Cecilia is a native of Hermosillo, Sonora State, and a graduate of the University of Sonora at Hermosillo where she later became a professor, teaching civil and agrarian law, and serving as Thesis Director and judge of many of the professional examinations within the their law school. During her years at the university she also exhibited a great sense of public-spirited generosity by providing countless hours of pro-bono services to the community through the Public Law Desk that the University of Sonora operates. She is a member of both the State Bar of Arizona and the State Bar of Sonora, and also serves as overall coordinator of processes and procedures related to O'Farrill & Associates Mexican legal activities.

Prior to joining O'Farrill & Associates Cecilia was a partner in the Carsolio Law Firm in Hermosillo, practicing family and criminal law, as well as being very active in their estate planning division. Cecilia treasures this experience, saying, "Much of what I learned about estate planning at Carsolio has served me well at O'Farrill & Associates, because the secure transfer of both real property and other types of investment as part of an estate is often a component of our client's objectives."

Arguably one of O'Farrill & Associates most bi-cultural attorneys, Cecilia is married to an American and is a full-time resident of Phoenix.

He is Vice President of Training for A.M.P.I. Rocky Point, a member of NAR, a former member of the Arizona Mexico Commission Real Estate Ad Hoc Committee appointed by Arizona's Governor, coordinator of the Arizona Department of Real Estate's liaison with the Thunderbird School of International Management, and a member of both the Arizona State Bar Association and the American Bar Association.
